PURCELLVILLE, Va. April 6, 2018 — At the Mayor’s direction, a Technical Advisory Committee (TAC) was formed to discuss and recommend options to address cut-through traffic issues. The TAC met on March 8 and March 22, 2018. The committee listened to concerns and suggestions from residents. Based on this input, subject to approval by all agencies, the committee recommends the following pilot projects in the order listed: 1) 33rd Street access control during peak hours with the current delineators in place; 2) 33rd Street access control without the current delineators in place; and 3) Delineators on 33rd Street. This plan will be discussed with the Town Council on April 10, 2018.

The recommendation for the next pilot project is to add signage restricting turns from Main Street from 6 a.m. – 9 a.m. northbound on N. 33rd Street and signage restricting turns from Country Club Drive from 4 p.m. – 6 p.m. southbound on N. 33rd Street. School buses and emergency vehicles are proposed to be exempted from these restrictions. The delineators are proposed to remain in their current location on Glenmeade Circle near Ashleigh Road.
Each pilot is subject to review and approval by internal and external agencies and outside providers of services. The internal agencies include the Public Works and Police Departments. The external agencies include the Virginia Department of Transportation (VDOT), the Loudoun County Fire and Rescue, Loudoun County Public Schools, the U.S. Post Office, and the Town’s refuse and recycling contractor.
A proposal for the next pilot project, which adds signage to limit access to 33rd Street during peak hours while keeping the current delineators in place, has been submitted to the appropriate agencies for review. A land use permit is required by VDOT to install signage on West Main Street has been submitted. Staff is working to expedite the review process so the second pilot can start by the end of April/beginning of May 2018, subject to the response time of reviewing agencies.
While Town staff is waiting for agency and outside provider review and comment, the committee recommends the current delineators stay in place as they are also part of the next recommended pilot project.
On March 9, 2018, the delineators were installed on Glenmeade Circle near Ashleigh Road for the first pilot project expected to last approximately 30 days or until April 7, 2018.
The Technical Advisory Committee consists of Town of Purcellville Vice Mayor Nedim Ogelman and Town of Purcellville staff: Dawn Ashbacher, Interim Public Works Director; Dale Lehnig, Capital Projects/Engineering Manager; Jason Didawick, Assistant Public Works Director; and Acting Chief of Police Joseph Schroeck; as well as Whitney Duffy, Senior Transportation Engineer, ClarkNexsen; Tom Folse, Assistant District Traffic Engineer, Northern Virginia District of the Virginia Department of Transportation (VDOT); and Chief Linda Hale, Loudoun County Fire Marshal. Loudoun County Public Schools representatives have been invited to attend.
